Meralco Lifeline Rate & Senior Citizen Discount: Who Qualifies and How to Apply
Two separate government-mandated discounts, both tied to a 100 kWh monthly ceiling. Here’s exactly who qualifies, how much you save, and where to apply.
100%discount for Lifeline customers using 50 kWh or less
5%discount for qualified senior citizens, ≤100 kWh
100 kWhthe consumption ceiling for both discounts
The Lifeline Discount
The Lifeline Rate is a government-mandated subsidy (Congress, DOE, DSWD, and ERC) for 4Ps beneficiaries and certified-marginalized customers, based on how much electricity you use in a month:
| Monthly consumption | Discount |
| 0–50 kWh | 100% discount |
| 51–70 kWh | 35% discount |
| 71–100 kWh | 20% discount |
| Above 100 kWh | No discount that month |

Bill Breakdown FAQs, Lifeline Subsidy and Discount section — the same page ERC-mandated thresholds are published on.
If your consumption goes above 100 kWh in a given month, you won’t lose your Lifeline registration — you simply don’t get the discount for that specific month’s bill. It resumes automatically once you’re back within the threshold.
Who Qualifies for Lifeline
- Beneficiaries of the 4Ps program (Pantawid Pamilyang Pilipino Program) under Republic Act No. 11310.
- Customers certified as living below the poverty threshold by their Local Social Welfare and Development Office.
If your name and address already match the official 4Ps beneficiary list, the discount is applied automatically. If they don’t match, you’ll need to apply.
The Senior Citizen Discount
Individual account holders
Senior citizens whose Meralco bill is under their own name, consuming 100 kWh or below in a month, get a 5% discount on that bill.

How to Apply
1
Lifeline applicants
Visit the nearest Meralco Business Center with a duly accomplished Lifeline Rate Application form, your most recent Meralco bill, your 4Ps ID (or another valid government ID if unavailable), and — if you’re not a 4Ps beneficiary — a certification from your local Social Welfare and Development Office showing your income is below the poverty threshold.
2
Senior citizen applicants
Apply online directly at Meralco’s official Senior Citizen Discount Application (SCDA) portal. Upload your Filipino Senior Citizen ID, a recent Meralco bill under the senior citizen’s name, and a barangay certificate or notarized affidavit of two disinterested persons attesting they’ve known you for at least a year.
Neither discount is automatic just because you’re eligible — you need to apply and be approved first, and your monthly consumption still needs to stay within the 100 kWh ceiling for that bill to actually receive it.
Frequently Asked Questions
1. Can I get both the Lifeline and Senior Citizen discount at once?+
These are separate programs with separate qualification criteria. Check with Meralco directly on how they apply if you may qualify for both.
2. Why am I being charged a Lifeline Subsidy instead of getting a discount?+
Non-qualifying customers are charged a small subsidy (around ₱0.01/kWh) that helps fund the discount program for those who do qualify. This is separate from receiving the discount yourself.
3. I’m a 4Ps beneficiary but I’m not getting the discount — why?+
The discount only applies automatically if your name and address in the 4Ps list match your Meralco account exactly. If they don’t, you’ll need to apply directly at a Business Center.
4. What if my consumption goes over 100 kWh one month?+
You simply won’t receive the discount for that specific bill — your registration stays active and the discount resumes once consumption is back within the limit.
5. Where do senior citizens apply for the discount?+
Online, through Meralco’s official Senior Citizen Discount Application (SCDA) portal, with the required ID and documents uploaded.
6. Is the Lifeline program new?+
No — Meralco has administered it since 2003, mandated by government policy and implemented by all distribution utilities and electric cooperatives nationwide, not just Meralco.
7. Does the bill have to be under the senior citizen’s own name?+
Yes — the individual 5% discount applies specifically when the Meralco account is registered under the qualifying senior citizen’s name.
